Estimating the impacts of several nested unknowns compounds complexity and reduces accuracy. Politicians tend to go optimistic. Good project estimators tend to go pessimistic, but they're not up for reelection.

@roderic I'd imagine: limiting their support costs to paying customers. Makes sense to allow people to see under the hood, but only people who pay get to drive.
