@tapgsp@eddiebourke3@Tendar Oh gosh. The Constitution is itself a law (or a collection of them) which legitimises the legislature to legislate, the judiciary to judge and the executive to lead. Laws - constitutionally passed - are wholly constitutional.
@tapgsp@eddiebourke3@Tendar It's fair to say that there isn't an express constitutional provision but Ukraine's law on the legal regime on martial law under which the elections cannot be held during martial law. Whether or not there is martial law is decided by the Verkhovna Rada.

@bravodelta1961 Whilst I'm waiting on Grok the answer is that although there was no FEDERAL income tax there were a range of other taxes (including state and local taxes) which funded pretty variable public services. The military was relatively weak. There is no magic money tree.
