The Lagos State Rapid Response Squad (RRS) conducted a midnight enforcement operation along the Lekki–Ajah Expressway to apprehend miscreants and hoodlums who have been constituting a nuisance and posing a threat to motorists and other road users.

The operation was targeted at individuals who allegedly harass and intimidate motorists, extort money from them, and, in some instances, damage vehicles when motorists refuse to yield to their demands.

The RRS will continue to sustain intelligence-led operations and enforcement actions against criminal elements whose activities threaten public safety and disrupt the free movement of people and vehicles across the State.

I've always grinned at the claim by SA citizens that foreigners are running illegal drug business in their country. This claim is weak under basic logic, economics, and the history of organised crime.

One, every drug market is fundamentally a domestic market. They are sold in neighbourhoods, clubs, campuses, prisons, communitiesb etc. This requires an insane knowledge of local geography, language, consumer behaviour, and law enforcement patterns. These are advantages possessed overwhelmingly by locals.

Two, organised crime depends on relationships, not merely products. Dealers require suppliers, transporters, warehouse operators, money launderers, document forgers, corrupt officials, even lawyers, accountants, and informants. These relationships are built over decades and are deeply embedded in local society. A foreign criminal cannot simply arrive in a country and independently establish such a network. It is near impossible.

Three, every major criminal organisation in history has been rooted primarily in its own society. The Sicilian Mafia was Italian. The Yakuza is Japanese. The Chinese Triads are Chinese. Colombian cartels were Colombian. Mexican cartels are overwhelmingly Mexican. The Russian mafia is Russian. Nigerian criminal syndicates are predominantly Nigerian. Albanian organised crime is Albanian. So, "Nigerian drug cartels in SA" doesn't make sense to anyone with a functioning brain. Foreigners may collaborate with these organisations, but they do not replace the domestic leadership that gives them influence and protection.

Four, no sustained criminal enterprise survives without institutional corruption. Someone must ensure shipments pass through ports, investigations disappear, financial transactions remain hidden, etc. Those positions are overwhelmingly occupied by citizens of the country.

Blaming foreigners for a country's drug problem is often politically convenient because it externalises responsibility. This is same reason Xenophobic folks would rather attack immigrants rather than take that same energy to the government. The government knows everyone in SA. You guys need to see the amount of documentation It requires to gain entry into SA. Not taking responsibility allows society to imagine that crime has been imported rather than acknowledging domestic demand, corruption, distribution networks, leadership.

This is not to deny that foreigners participate in illegal drug dealing. Yes, they often do, but drug trafficking is, by definition, transnational. However, participation is not the same as control. Any 'foreign' illegal business operation that thrives within a country almost certainly does so because influential locals provide market access, protection, logistics, finance, and political cover.
