@loves_kt_ Congress (the legislative branch) can approve or reject declaration of or money for war.
The Judiciary can apply punitive measures against the executive branch (president and friends) for violations of process.
This has never happened.

Suggesting we should have more research into an experimental medicine shouldn't be controversial.
