A statement from Welsh Labour Local Authority Leaders:

“As Council Leaders, we are concerned at the lack of allocation for Additional Learning Needs in the Welsh Government Budget, following the assignment of SEND funding in England which resulted in £330million of consequential funding to Welsh Government.

We are alarmed by statements from Welsh Government Ministers on Tuesday that appeared to suggest that there would be no funding for ALN if the supplementary budget was not passed.

A lack of funding for ALN will have real consequences. For the much-needed provision for young people in Wales with additional needs. For hard pressed school and council budgets. For other services that councils will need to cut, or for council tax if that is needed to bridge the gap.

Education is the ultimate preventative spend - especially providing for learners with additional needs, as unmet needs in school result in lasting harm into adulthood and greater dependence on public services.

This is about provision for some of the most vulnerable young people in Wales, those with ALN.
The impacts on the economic wellbeing of Wales for a generation will be hugely damaging without sustained and realistic investment in the education of our young people.

We therefore call on Welsh Government to reconsider and provide a minimum of £100million per year to help schools provide for learners with additional needs.
ALN funding provided will be passed on in full to our schools to support our most vulnerable learners.”
