There will be centralized C2PA manifest repositories controlled by corporations.

The way it's intended to work, is that images will be watermarked with a key that returns the C2PA manifest from a centralized repository (e.g. run by a corporation like @Disney, @Adobe, or @CNN).

That way, if the C2PA metadata is missing it can be restored, and if it's present in the image it can be verified by the server as authentic.

Noticing this part of the #C2PA system is like getting a look at the wizard behind the curtain pulling the levers.

At the end of the day, these "trusted" C2PA manifest repositories will dictate concensus reality.

If CNN's server says the image is real, it's real.

If the United Nations server says it's harmful misinformation, it's harmful misinformation.

Doesn't matter if your open source manifest repository says otherwise (has a different C2PA manifest), it's not trusted because it's not run by the government or a big corporation, therefore it's a fake news server run by t*rrorists who hate democracy.

As for C2PA being mandatory or not:

So far, we've only really been presented with scenarios in which C2PA becomes mandatory.

Scenario A: Copyright Law Enforcement 🩸🐭

Adobe (and the rest of the Copyright Alliance) want it to be illegal to use #ai models commercially that have been trained on copyrighted material (without a license).

They are asking the the US government to outlaw this, while also plainly stating that they have developed C2PA to track which ai model was used to generate images online.

C2PA (or a similar solution) would be necessary to begin trying to enforce something like this, and platforms would likely be mandated to implement such measures.

Notice that Adobe's current focus is convincing platforms and entire industries to voluntarily adopt C2PA because "it's the right thing to do."

There will be less push back against mandatory C2PA if it's already been voluntarily integrated into most services and workflows.

Scenario B: Information Censorship 💔💀

This is the originally stated purpose of C2PA: Control the flow of information that is considered by some authority to be "bad" or "false."

From the beginning the intent was to silence "misinformation" online, which obviously includes any information that's inconvenient to whomever currently holds the reigns of the system.

C2PA is being introduced against a backdrop of governments around the world clamoring to implement new laws that would force web platforms to diligently scrub "misinformation" from their servers.

Failing that, it's easy to see how many large platforms could voluntarily mandate C2PA, as censoring "misinformation" is something that many platforms engage in already.

It's also worth noting that the US military @DARPA attended a C2PA meeting last year and plainly stated that people who refuse to opt-in to C2PA could be regarded with suspicion and scrutinized as being potential "bad actors."

So even if it's not officially "mandatory" it has grave implications.
