1986 EPA (SEC 3, Sub 1) പ്രകാരം പരിസ്ഥിതിയുടെ ഗുണനിലവാരം പരിരക്ഷിക്കുന്നതിനും മെച്ചപ്പെടുത്തുന്നതിനും മലിനീകരണം തടയുന്നതിനും കേന്ദ്ര സർക്കാരിനുള്ള അധികാരം ഈ വിജ്ഞാപനം വഴി വിരുദ്ധമായി നൽകപ്പെട്ടിരിക്കുന്നു
