India is the world's largest producer and exporter of rice, yet the Food Corporation of India (FCI) is holding rice stocks that are nearly five times the prescribed buffer norm, at a carrying cost of over Rs. 10,712 crores in FY25.
In their latest article, Ashok Gulati, Ritika Juneja, and Purvi Thangaraj trace this surplus to three interlinked policy distortions: open-ended MSP procurement, with several states offering bonuses above the MSP; free electricity and heavily subsidised urea.
Instead of addressing these underlying distortions, the government's response has been to divert surplus rice to ethanol production, supplying rice to distilleries at Rs. 23/kg despite FCI's economic cost of about Rs. 44/kg on the justification that it is broken and damaged rice.
The authors also highlight the environmental costs of the current policy framework, including the use of ~ 4,000 litres of water to produce one kilogram of rice, high methane emissions from paddy cultivation, and nitrate contamination of groundwater associated with serious health risks.
To address these challenges, the authors recommend capping state procurement at 40% of production, discontinuing state MSP bonuses, limiting free PDS supplies to the most vulnerable households, shifting ethanol production towards maize, and replacing fertiliser subsidies with direct income support.

• Select Request OTP
• Enter the OTP and verify
Step 5: Return to the Enumeration Form section
• After logging in, your name will appear at the top
• Click on Fill Enumeration Form again
Step 6: Enter your EPIC number
• Type your EPIC or voter card number in the designated box
Step 7: Search for your form
• Click the Search button to view the status
How to understand the result
Step 8: If your form is uploaded
• You will see a message stating: Your form has already been submitted with mobile number XXXXX
• This confirms that your BLO has uploaded your details
Step 9: If your form is not uploaded
• No confirmation message will appear
• A fresh enumeration form page may open instead
Step 10: If the details displayed seem incorrect
• If an unfamiliar mobile number appears or the system shows submitted when you have not submitted, contact your BLO without delay

HAPPENING NOW: A downstream alert has been issued in Siang District, Arunachal Pradesh, India.
Intense, fast-moving currents from the Sibo Korong River have completely washed away a pipeline bridge in Sibo Village. Nearby areas are currently battling severe flooding.
Deeply disheartened to learn of the widespread destruction caused by incessant rainfall and flash floods across East Siang district.
As per available reports, the link road leading to the Upper Campus of Jawaharlal Nehru College has suffered extensive damage. Torrential flooding in Sile and Sibo Korong has inundated adjoining areas in Pasighat, damaging several residential and commercial properties. The overflowing Besong Korong has caused significant destruction in parts of Taki Lalung and Bogong-I, while the historic Runne Church and the bridge over Letong Korong have also sustained considerable damage. At Ledum village, the swollen Dengkam Stream has wreaked havoc, destroying several houses and leaving families devastated. In addition, portions of NH-415 at Leku and Rani village remain submerged, disrupting connectivity, while the successful rescue of a stranded individual at Oyan by the Indian Army is a testament to the courage and dedication of our rescue personnel working tirelessly under extremely challenging conditions.
My heartfelt thoughts and prayers are with the bereaved families and everyone affected by this tragedy and I sincerely pray for the safety of those in vulnerable areas and the swift restoration of normalcy. Henceforth, in view of the prevailing situation, I earnestly appeal to the public to avoid all non-essential travel and venture out only in cases of emergency or for urgent medical needs. I also urge everyone to remain vigilant, strictly adhere to advisories issued by the district administration, and extend every possible support to those in need.
