There are no successful cases of dramatically lowering homeless in any city by decriminalizing open drug use and antisocial behavior.

@AGoldmund Actually if you break down a door in a train then you are criminal. Mental illness is a huge spectrum and is not a catch all to excuse antisocial behavior.
If people are mentally ill enough that they are consistently violent in public they need intervention not infinite excuses
