Kulang na nga sa tao, binawasan pa ang plantilla. Sa dami ng dapat auditin, sa dami ng dapat gawin, hindi lang audit matters kundi pati non-audit concerns, paano pagkakasyahin ang oras upang lahat ay matingnan?

Kung masipag ka at magkaroon ng kaso ang iyong ahensya, gaano karaming oras ang kakainin sa pag-zerox ng lahat ng dokumento, sa pag-testify, at sa pag-attend ng mga hearing sa Kongreso at Senado?

Ilang pulitiko at matataas na opisyal ang lalapit sa management ng COA at, kung mamalasin, hihilingin pa na ilipat ang auditor.

Paano natin sisiguruhin na matino ang mga uupo kung malakas ang pulitika sa confirmation ng namumuno sa COA bago makaupo? Kung may utang na sa confirmation, paano makakaiwas sa bulong, hiling, at sari-saring accommodation?

Ano ang insentibo o reward para sa ordinaryong auditor upang manatiling tapat at gawin ang tama?

Sa isang banda, kung korap ka, mas madali kang magkapera, ma-promote, at makahanap ng kabuhayan kahit may regular na sweldo ka na.

Totoo, may pananagutan ang COA, pero linawin natin: marami pa ring gumagawa ng tama.
