UPI WAS INDIA’S SUCCESS. ARE WE NOW PUTTING A TOLL ON IT BECAUSE AMERICA DOESN’T LIKE IT?
THE MERCHANT IS NOT A CHARITY. EVENTUALLY WE PAY.
UPI is one of the finest public digital infrastructures India has built. In FY 2025–26 alone, it handled about 24,162 crore transactions worth ₹314 lakh crore and accounted for around 85% of India’s digital payments. It allowed instant payments without feeding a percentage of every transaction to card networks.
Now the legal protection for zero MDR is being removed. No final MDR rate has been notified, but Reuters reports that 0.3% to 0.5% on transactions above ₹2,000 for larger merchants is among the proposals being considered.
Now look at the timing.
In March 2026, the U.S. Trade Representative complained that India’s payment policies favour domestic suppliers and create a “non-level playing field”, specifically raising UPI and RuPay. In June, India and the U.S. discussed digital trade and non tariff barriers. And now in August, India has opened the legal door to MDR on UPI.
So why shouldn’t citizens ask:
Is India changing its successful UPI policy under U.S. pressure to create more commercial space for American payment interests such as Visa and Mastercard?
There is no public evidence that America ordered this particular change. That is precisely why the Government should disclose whether UPI, zero MDR, RuPay or merchant charges were discussed during India U.S. trade negotiations.
Look at Brazil. The U.S. has challenged Pix, Brazil’s hugely successful instant payment system, arguing that it disadvantages American payment companies. Brazil has defended its system. Why should India do anything differently?
And then comes the argument that MDR will affect merchants, not consumers.
Sorry, but that is accounting, not economics.
Who receives the MDR invoice and who ultimately bears its cost are two different things. MDR becomes a business expense. It comes back through prices, reduced discounts, surcharges or other charges.
The merchant is not a charity. Eventually we pay.
And percentage based MDR is not the only model in the world. Brazil’s Pix central infrastructure uses a tiny cost recovery charge. America’s own FedNow charges a fixed $0.045 per customer credit transfer, not a percentage of the amount transferred. The EU restricts instant payment charges, while Singapore’s PayNow prohibits merchants from imposing a surcharge on consumers.
Even more ironically, American merchants themselves have fought Visa and Mastercard swipe fees for around two decades. U.S. credit card swipe fees reached about $118.8 billion in 2025, averaging around 2.36%.
Why should India move towards the economics of a system American merchants themselves have spent decades fighting?
If UPI needs money, show us the actual cost. Publish NPCI’s and banks’ audited cost per transaction and design a transparent cost recovery mechanism.
But why a percentage toll?
Moving ₹50,000 electronically does not require 25 times the infrastructure required to move ₹2,000 merely because the amount is 25 times larger.
