Removing cars from footpaths will be relatively easy. There is likely to be enough support for that. What will be incredibly difficult is removing vehicles from places where the footpath should be but is not. Most roads don't have footpaths, and it is in those roads that the right to walk safely will meet the full contradiction of the support we now see for clearing out shops and vendors.
Clearing the footpaths does not make them continuously walkable. The latter is the right measure of success, the former is a beginning.
Start with the edges of lakes and parks. Simple design fixes will produce 5000 km of walkable footpaths. Then implement Kaaludari to get network effects.
