Pillar 1 (Legal): Uganda's new Mining Act provides a strong foundation for reform. The focus now is on building consistency through standardized contracts and strengthening transparency to fully realize the law's potential.
Pillar 2 (Data): The operational online licensing system is a key achievement for modernizing the sector. The next priority is to invest in updating geological surveys and making data more accessible to unlock greater investment.
Pillar 3 (Revenue): The framework for equitable revenue sharing with local governments is a critical step forward. Enhancing auditing and compliance systems will ensure these communities reliably benefit from mineral resources.
