6. Subsidy paid via eNaira, to NIN phones linked to VIN of cars. This means only Nigerian cars in Nigeria can get a subsidy
7. All commercial public transport vehicles get eNaira Payments to buy PMS at market rate. The same for private cars below a determined engine capacity
8. No subsidy for SUVs or other private car above a determined engine capacity
9. Sell the NNPC refineries
