If I was in charge

1. All PMS subsidy stopped
2. All NNPC crude oil allocation goes to Dangote Refinery and other local refineries
3. Dangote pays in $ not Naira
4. Tax Dangote Refinery and other refiners an additional 40% corporate income tax. Thus total 70%. They can sell crude oil at their discretion
5. Pay 40% refining petroleum tax to petroleum fund, use fund to finance payment of eNaira at pumps in Nigeria
6. Subsidy paid via eNaira, to NIN phones linked to VIN of cars. This means only Nigerian cars in Nigeria can get a subsidy
7. All commercial public transport vehicles get eNaira Payments to buy PMS at market rate. The same for private cars below a determined engine capacity
8. No subsidy for SUVs or other private car above a determined engine capacity
9. Sell the NNPC refineries

Benefits?

A. Subsidy goes
B. Poor get eNaira to use on only PMS
C. Trackable, auditable
D. Voluntary, you don't have to register your car if you don't want a “subsidy.”
