The engagement with HD Hyundai intensified with meetings with key personnel in February 2025 and this illustrated how in principle every serious investment promotion effort must internalise. Large investors require absolute confidentiality, as premature disclosure can affect stock valuations and jeopardise transactions built over years. Tamil Nadu’s shipbuilding policy was simultaneously prepared to complement the then imminent Union Government’s national framework, ready to be released the moment the national policy was announced thus mirroring the approach taken with the Electronics Components Manufacturing Scheme.
The MoU was formalised at the #TNRising event, followed by a detailed engagement in Korea in January 2026 where HD Hyundai shared the full massive scale of their vision for future of NSHIP TN and the proposed Tamil Nadu facility.
Since model code was in place MD Guidance TN attended the formal signing between NSHIP TN (National Shipbuilding & Heavy Industries Park Tamil Nadu), Sagarmala Finance Corporation Ltd. (SMFCL) of India and HD Hyundai which was timed to be a part of the summit held between South Korean President Thiru.Lee Jae Myung and Indian Prime Minister Thiru.Narendra Modi in New Delhi in April 2026.
Tamil Nadu’s shipbuilding story carries broader lessons for how industrial strategy should be conducted. Sectors of this complexity are not won through reactive policy or opportunistic pitching. They are won through early conviction, sustained institutional effort, intelligent use of diplomatic channels and the discipline to build a proposition quietly before presenting it publicly.
The foundation has been laid by then CM Honourable Thiru M.K.Stalin. We must now build on it with the same rigour and long-term commitment, ensuring Tamil Nadu’s maritime ambitions translate into lasting industrial capacity, deep employment generation and a supply chain ecosystem that benefits the broader regional economy.
I reiterate my leaders words that when it comes to the growth of the state we must work as one cutting across political lines. The state of Tamil Nadu will always cherish the unique path breaking #DravidianModel governance of DMK Leader Thiru. MK Stalin avargal. Opening up opportunities for the highly educated workforce of TN was also essential and hence in early 2025 we added Scandinavian engagements which added another dimension via meetings with DNV, Kongsberg, Affinity, Innovation Norway and the Norwegian Ministry of Trade, Industry and Fisheries which opened up conversations on green shipping technology, Oil &Gas Shipping, hydrogen applications, and next-generation vessel design and this also spread the word on TN and Tuticorin. This will soon open up opportunities in the IT Services and design segment of the shipping Industry.
Time was ripe for us with the world moving towards a china + 1 strategy on literally every manufacturing front and personally felt that time was right for Tamil Nadu to position itself at the top of the list for companies divesting out of China. I personally pitched with the Chennai ++ = China +1 narrative. We were also aware that when it comes to the ship building sector the only other countries with massive shipbuilding capabilities comparable to or better than China were Japan and Korea.Hence, Team industry also focused heavily on engagement with all the Japanese and Korean shipbuilding giants.

We also never missed a chance to make sure that #TamilNadu made its presence felt at some of the major events pertaining to Ship building. On 29th of October 2025, at the India Maritime Week 2025 held in Mumbai, the then Highways and Small ports minister Thiru. EV Velu also joined me for another push for TN’s shipbuilding future and graced the occasion. Two ministers attending the same event sent out a strong message on TN’s intent.
During my speech at the event I highlighted the massive strengths of our amazing state and pitched for the unions help in improving infrastructure in and around the VOC port, including dredging to increase draft. I also pitched for the Tamil Nadu Maritime vision 2035 via which we had pushed for the Blue Tech Innovation hub, research on digitisation of port operations and decarbonisation of vessels etc.

The groundwork on the ship building, however, began well before any public announcement. As early as 2022, early discussions were initiated with the Department of Minor Ports while I was a member of the state planning commission headed by Thiru. Jeyaranjan. We focused on possible new small ports along the TN coastline and infrastructure requirements for large-scale shipbuilding including requirements like harbour depth which is a fundamental determinant of what class of vessels can be built and launched.
Around the same time, industry intelligence confirmed that global and national shipbuilding majors including HD Hyundai were actively scouting locations across India in states like GJ, AP etc and Tamil Nadu’s dravidian model inclusive governance environment and existing Japanese and Korean industrial ecosystem in TN were already registering favourably with prospective global investors. Thoothukudi’s Member of Parliament and DMK Dy Gen Sec Tmt. Kanimozhi Karunanidhi was simultaneously pressing the Union Government on the outer harbour expansion,dredging and Airport expansion with international connectivity which were crucial needs to sustain growth in that region.
Crucially the years 2023 and 2024 were spent deepening the proposition through extensive research and systematic global engagement. During the #CMStalinInJapan visit in 2023, early conversations were held with Japanese industry leaders followed by a follow-up visit in July 2025 when we had detailed discussions with several industry leaders including one with the leadership of the world renowned Imabari shipbuilding company, one of the world’s most respected and foremost shipbuilders. This meeting opened my eyes to the traditional partnerships, complexities and needs of the shipbuilding industry.

Tamil Nadu’s emerging Shipbuilding sector will be built over the Foundation which was Laid by the Dravidian Model Govt under the then CM Honourable @mkstalin avargal.
Investment promotion demands farsighted policy design, precisely timed interventions and an intimate understanding of where the global economy is heading. The previous administration in #TamilNadu, under the then Chief Minister Thiru.M.K. Stalin, built a team that understood these dynamics and consistently identified the right moment to act.
The strategic logic behind focusing on Thoothukudi was clear from the very beginning. It’s a major port with fantastic infrastructure, year-round navigability and proximity to emerging green energy and manufacturing corridors. This offered a rare convergence of crucial assets needed for new investments in manufacturing.
Unlocking that potential required an anchor investor whose presence would signal to the global industry that Tamil Nadu was a healthy vibrant global investment destination. This happened via #GIM2024 with the confirmation of Vinfast and other major investments.
