In 1987 America refused to sell India a supercomputer.
It then offered a weaker model instead, with conditions. Civilian use only. No technology transfer. No re-export. And an American official would be posted in India to monitor how the machine was used.
India said no, and handed the job to a man who had never seen a supercomputer in his life.
His name is Vijay Bhatkar.
He was born on 11th October 1946 in Muramba, a village in Akola district in Maharashtra. He started school directly in class 4. He took his engineering degree at Nagpur, a master's at Baroda and a doctorate at IIT Delhi.
India had wanted the machine for a very ordinary reason. Weather forecasting, which for a country of farmers is not a luxury. The Indian Institute of Science wanted one for research.
The Americans classed supercomputers as dual use technology, meaning it could also help a nuclear or missile programme. So the export was blocked.
In March 1988 the government set up the Centre for Development of Advanced Computing in Pune, and made Bhatkar its founder and executive director.
Before that, the Prime Minister asked him 3 questions.
Can we do it. Bhatkar said he had never seen a supercomputer, only a photograph of the Cray, and that yes, they could.
How long will it take. He said less time than it would take to keep trying to import one.
How much will it cost. He said the entire effort, including building the institution, would cost less than buying the Cray.
He was given about 30 crore rupees and 3 years.
The start was not glamorous. He has said that for the first 6 months he could not recruit a single person, including his own secretary, because of bureaucratic delays.
His team took a different route from the Americans. Instead of building 1 enormous processor, they linked many ordinary processors together to work in parallel, using parts that could be bought off the shelf.
The prototype was ready in 1990. They called it Param, which in Sanskrit means supreme.
Then came the part he did not expect. Nobody believed it was a supercomputer. It did not look like a Cray. He has said even his own computer science professors doubted it.
So he took it abroad, to a major international supercomputing conference, and had it demonstrated and benchmarked in public. It was formally recognised there as a supercomputer.
In 1991 they completed PARAM 8000.
An American newspaper carried the story under a headline that has stayed famous in India. Denied supercomputer, angry India does it.
Versions of the machine were later exported to Germany, the United Kingdom and Russia. India went from being refused the technology to selling it.
He has one line he repeats.
Great nations are not built on borrowed technology.

Let me give you three examples which I have read while researching on Indian Economy.
1. Bajaj Auto had customers waiting years for scooters, but the Licence Raj restricted how many it could produce. Bajaj owner said that 'he was ready to go to jail to produce more scooters'.
2. Premier Automobiles faced government-imposed production limits even when demand existed. Even the Supreme Court said why the company's production was not being allowed to happen as per its capacity.
3. And in nylon filament yarn, Indian plants were often just ┬╝ to тЕТ the size of plants in competing countries because licensing restrictions blocked expansion. Nehruvian Socialism effectively blocked us from competing in the world.
We had demand. We had entrepreneurs. We had factories. What we didnтАЩt have was permission to produce at scale.
People have no idea how much damage Nehruvian Socialism has done to this country. Millions of people lived a subhuman life for decades because we had Congress ruling us.

These very speeches and their legal interpretation are sub judice, and there is no final judicial finding that Sharjeel advocated secession. At a particularly crucial stage, when arguments on framing of charges in FIR 59/2020 are underway, such categorical public pronouncements by a senior Union Minister risk prejudicing the atmosphere surrounding an ongoing criminal trial and impinge upon SharjeelтАЩs right to a fair trial. I request Mr. Rijiju to allow the courts to decide the evidence and law, and not defame my brother or prejudge his case for political gain.
Yesterday - I issued notice to the Secretary, Religious Endowments Department - Commissioner of @tnhrcedept and the Executive Officer of Sri Ranganathaswamy Temple, Srirangam (who is functioning without valid legal orders) to evict the TN Government Hospital which is occupying the temple's 2.58 acres land - without paying one paise of fair rent for the past 50 years.
One of the biggest and chronic encroachers of Temple lands is the Tamil Nadu Government who is occupying many temple properties without any sense of guilt or remorse.
In the last 60 years of Dravidian DMK & AIADMK Rule - Temple properties were deliberately made vulnerable to encroachment, looting and usurpation with Government leading the way.
@CMOTamilnadu can set things right through special focus on audit of temple lands and orders passed in the last 40 years relating to them.
2.58 acres of prime property in Srirangam Town, Tiruchirappalli - Town Survey No. 732/1 - currently worth more than Rs. 80.00 Crores has been shamelessly encroached by the Tamil Nadu Government's Directorate of Medical and Rural Health services to run the Srirangam Hospital for more than 50 years.
One might say that running a Govt hospital is a good purpose, but it begs the question wether the same Govt will have the audacity and temerity to encroach a Wakf Land or a land belonging to a Church in the same manner - without paying any rent for 50 long years.
The prime reason is - IAS Fellows have been made Commissioners of the @tnhrcedept for the last 50 years instead of District Judges or Judges from State Higher Judicial Service as primarily required by TN HR&CE Act, 1959.
These IAS Fellows are never loyal to the Deities of the temples - They do not care to obey HR&CE Act provisions - They do not care for the Fundamental Religious Rights of Hindus - guaranteed by the Constitution - They only want to please their political bosses and do everything to get plum postings throughout their tenure.
I have further stated in my notice dated 18.08.2026 to set right 64 other serious land issues relating to Sri Ranganathaswamy Temple, Srirangam highlighted by the auditors of the @tnhrcedept
I request Hon'ble Minister @RameshOffcl to look into this matter urgently - as this seems to be another big SCAM like the Pazhani Mutt Land matter. More than Rs.14.00 Crores is due to Srirangam Temple from TN Government which should be paid immediately to the temple with interest, compounded quarterly.
