South Carolina could do the following: Tim Scott could resign from his 2022-2028 seat and then be appointed to Graham's old seat, while Graham's sister finishes out Scott's final two years. Tim Scott would run and win easily in November, giving him 6 more years. He was planning to retire in 2028 but then reversed himself and says he will run for reelection. But if he took over Graham's seat, he would only need to serve until 2032 instead of 2034. Also sets him up well for either running for president/VP in 2028 without worrying about reelection, or for running in 2032 after fully completing his second full term (his first "term" was a partial one). And Graham's sister would have two years to consider running for reelection in 2028.
