Today, MINEMA conducted a Workplace Wellness training for staff to strengthen institutional capacity in implementing the Workplace Wellness Programme. The training covered Occupational Safety and Health (OSH), Mental Health, Non-Communicable Diseases (NCDs), and practical First Aid through sessions facilitated by @RwandaLabour and @RBCRwanda.
During the training, PS @NgogaAristarque emphasized that a healthy, safe and resilient workforce is essential to effective public service delivery and emergency management. The initiative responds to growing workplace health challenges, including occupational injuries, mental health conditions and non-communicable diseases.

Today, Minister Maj. Gen. (Rtd) Albert Murasira received Ms. @FatmataLSesay, UNDP Resident Representative in Rwanda, for a courtesy meeting during which they discussed areas of mutual interest, with particular focus on disaster risk management, climate resilience and sustainable development.
Both leaders commended the progress achieved through the longstanding partnership and reaffirmed their commitment to further strengthening collaboration in building resilient communities and enhancing Rwanda’s capacity to anticipate, prevent and respond to climate-related disaster risks.
Today, PS @NgogaAristarque delivered opening remarks at the Public-Private Dialogue on Refugee Inclusion in Rwanda, bringing together government institutions, development partners, humanitarian agencies, and private sector actors to advance sustainable solutions for refugee economic inclusion. He noted that shrinking humanitarian funding calls for a strategic shift from long-term aid dependency to durable pathways that enable refugees to become self-reliant and active contributors to local economies.
Highlighting the implementation of Rwanda’s Refugee Sustainable Graduation Strategy (2025–2030), the PS emphasized the goal of enabling 50% of camp-based refugee households; approximately 14,403 households, to transition to self-reliance by 2030. He called on the private sector to play a central role through investment, job creation, entrepreneurship support, innovation, financial services, and public-private partnerships. #RefugeeInclusion #RefugeeGraduation
Today, PS @NgogaAristarque chaired a meeting of the National Platform for Disaster Management, a multi-sectoral coordination mechanism that brings together government institutions, UN agencies, civil society organizations and private sector actors to strengthen coordination on disaster risk reduction, preparedness, response and recovery.
The meeting focused on reviewing the performance and impacts of the 2026 Itumba Rainy Season (March – April - May), assessing response interventions undertaken, and discussing recovery priorities to support affected communities. Discussions emphasized the importance of sustained collaboration among stakeholders to accelerate recovery efforts, strengthen community resilience and enhance preparedness for future disaster risks through coordinated planning and action.

Today, @Murangira_BT, Spokesperson of The Rwanda Investigation Bureau @RIB_rw, facilitated a civic education session for MINEMA staff on the nature and evolution of genocide ideology and related crimes, highlighting the role of every Rwandan in preventing and combating them.
The session is part of a week-long capacity building training aimed at equipping MINEMA staff with the knowledge and practical skills to effectively deliver civic education, particularly in their engagement with Rwandan returnees.
Participants are being strengthened to consistently integrate messages of unity, reconciliation, and responsible communication into their daily work, contributing to social cohesion and the prevention of negative ideologies.

Discussions reviewed the strong partnership in disaster management, sustainable reintegration of returnees, facilitation of refugee movements, and implementation of the Global Compact on Migration.
The Minister commended IOM’s contribution to the progress achieved so far and reaffirmed the Government’s commitment to continued collaboration on ongoing and pipeline initiatives. The meeting also served as a farewell, as the IOM Chief of Mission concludes his tenure in Rwanda.
Today, DG of Policy, Planning and Risk Reduction; Adalbert RUKEBANUKA, attended the 2026 Annual Meeting of @ZEPRE_PTAReins in Kigali, bringing together government officials, regulators, industry leaders, development partners and the private sector to advance Africa’s insurance ecosystem for economic resilience, with a focus on inclusive growth.
He participated in a high-level panel on disaster risk financing and inclusive insurance solutions, highlighting the impact of disasters on public infrastructure, the role of insurance in protecting government budgets, and the need to integrate risk financing into national economic frameworks. Discussions also emphasized coordinated approaches, including regional risk pooling and stronger regulatory systems.
The dialogue generated actionable insights on policy reform, climate and disaster risk protection, and innovative insurance models, alongside strengthened commitments to mobilize partnerships and scale resilient financing solutions across Africa.
Today, Minister Maj. Gen. (Rtd) Albert MURASIRA, together with MUKANDAYISENGA Antoinette; the Mayor of @NyabihuDistrict, conducted a field visit to Gisuma Mountain in Shyira Sector, where a geological phenomenon characterized by mudflow affecting over 8 hectares is posing a threat to nearby communities and public infrastructure. During the visit, he assessed the situation and directed technical teams from MINEMA and relevant institutions to develop actionable measures to mitigate potential risks and prevent loss.
The Minister also visited the Jaba site in Mukamira Sector, where 76 houses are under construction for families affected by the 2023 floods. He emphasized the need to accelerate construction works to ensure timely handover to beneficiaries in urgent need of shelter.
Today, PS @NgogaAristarque received H.E. Amb. Khalid Musa Dafalla Musa, Ambassador of the Republic of the Sudan to Rwanda, for a courtesy visit. Discussions focused on strengthening bilateral relations by exploring strategic areas of possible cooperation on humanitarian matters between the two nations. Both parties expressed a commitment to continued engagement on shared interests and fostering a collaborative partnership.
Today, PS @NgogaAristarque opened a four-day technical workshop on multi-hazard risk assessment, advancing multi-hydrological models and interoperable platforms for flood early warning and anticipatory action in the Nile Basin.
Held under the Water at the Heart of Climate Action initiative, the workshop brings together experts from Rwanda, Ethiopia, Uganda, South Sudan, and Sudan to strengthen risk assessment and enhance forecasting systems. He emphasized the shift from forecasting weather events to predicting their real-world impacts by integrating hazard, exposure, and vulnerability data to generate actionable risk information that save lives and livelihoods.
Partners including @WMO, @UNDRR, @IGAD_CPAC, @FacultyITC and the Red Cross are collaborating to refine forecasting systems, validate shared visualization platforms, and link forecasts with risk data to enable effective impact-based early warning and anticipatory action.
Today, PS. @NgogaAristarque received Ms. @Tikikel, UN Women Acting Rep. to discuss the proposed initiative entitled: “Strengthening Gender-Responsive Climate Resilience, Disaster Preparedness and Early Warning Systems in Rwanda.”
The discussions focused on areas of collaboration & strategic alignment with Rwanda’s national Disaster Risk Management (DRM) priorities, ensuring that Early Warning Systems are inclusive and effective.

Today, PS @NgogaAristarque attended the Country Level Global Refugee Forum (GRF) Progress Review Meeting, organised in partnership with @RefugeesRwanda, reaffirming Rwanda’s strong commitment to refugee protection, inclusion and durable solutions. Rwanda currently hosts nearly 140,000 refugees, mainly from the DRC and Burundi, and continues to uphold an open door policy while advancing self-reliance, dignity and access to national systems.
Since the 2019 and 2023 GRF pledges, Rwanda has recorded notable progress across education, livelihoods, protection and resilience: over 45,000 refugee students are enrolled in Rwanda’s education system, 1,000+ have accessed tertiary education, 490 refugee youth have received business grants, and 4,780 households are engaged in joint agriculture projects with host communities. In addition, 93% of eligible refugees have ID cards, 99% of refugees born in Rwanda have birth registration, and 647,846 trees have been planted in refugee camps. While challenges remain, Rwanda stays committed to stronger partnerships, shared responsibility and sustainable solutions.
