@EricLDaugh Nope. He had a handheld camera which he dropped pulling his gun. The driver is seen turning the wheel to the right. It would be a difficult decision to decide if the first shot was reasonable in a stressful moment. But 2 more shots through the window when she was past him?

@MJTruthUltra That is the ladder used by SWAT after the shooting. The shooter never used the small ladder he brought in his van, but climbed via some hvac units to a lower part of the roof, according to rally attendees. These facts are easily researched, so why make stuff up?
