Two inquests, a public inquiry, a judicial “scrutiny” & one independent panel have all established that ticketless fans played no part in causing the Hillsborough disaster

Three exercises have forensically counted the fans on the Lepping Lane terraces & each time found that there were fewer fans on the terraces than tickets sold.

It wasn’t a case of poor police decisions in the heat of the moment…it was found to be criminally negligent planning in the weeks before, negligent operational execution, and criminally negligent response when it was apparent a disaster was underway
