Today I visited the Haitian National Police @pnh_officiel Tactical Training Center in Morne Casse, where I saw firsthand the significant progress being made to strengthen #Haiti’s security and institutional capacity.

This Center—rehabilitated with funding from the Government of Canada @CanadaFP and implemented by the @OAS_official- demonstrates how effective partnerships can help build modern, sustainable institutions. Our efforts focus on creating updated training programs, supporting specialized units, and preparing a new cadre of Haitian instructors who will ensure the Center’s long-term autonomy.

I've reiterated during this visit to Haiti that the OAS remains fully committed to supporting Haiti as it advances stability, security, and good governance. This initiative shows what we can accomplish when states and institutions work together with clarity, responsibility, and a shared vision for the future.

MSS Recognizes the Role of Women in Peace and Security on International Women’s Day

In Haiti, women and children have borne the brunt of gang violence, forcing many to seek refuge in Internally Displaced Persons (IDP) camps. Against this backdrop, the deployment of female police and military officers was a strategic decision. These officers are not only capable of engaging gangs through kinetic operations but also bring valuable soft approaches to conflict resolution.

On Saturday, March 8, 2025, the MSS fraternity joined the world in commemorating International Women’s Day under the theme “Accelerate Action” to restore peace and security in Haiti. To mark the occasion, female officers from the Kenyan contingent (SWAT team), Guatemala, the Bahamas, and Haiti’s National Police (PNH), including units such as CNAF, Politour, and Edu Pol, participated in the event. They were joined by members of the diplomatic corps, including Antoine Michon (France), André François Giroux (Canada), Joanna Gómez (Mexico), and Bahamas Vice Consul Weston Saunders. Representatives from civil society organizations, the World Food Programme (WFP), the Office of the United Nations High Commissioner for Human Rights (OHCHR), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and UN Women were also in attendance.

The initiative was spearheaded by HNP Director General Normil Rameau and MSS Force Commander Godfrey Otunge, who reaffirmed the commitment to strengthening cooperation between female police officers in Haiti’s National Police (HNP) and MSS. They emphasized the importance of women’s inclusion in security operations, recognizing their skills, knowledge, and unique contributions. Otunge highlighted MSS’s zero-tolerance policy on gender-based violence (GBV) and the establishment of programs such as the Complaint Reporting Mechanism to support victims and ensure accountability.

The U.S. Ambassador to Haiti, H.E. Dennis Hankins, commended MSS for its commitment to gender inclusion, emphasizing that it is a key pathway to achieving gender parity and empowering women. His sentiments were echoed by other members of the diplomatic corps.

Representatives of the female police officers reiterated their unwavering commitment to making Haiti safer, emphasizing that Haitian women must not continue to suffer under gang rule. They issued a strong warning to criminal groups, declaring that victory will come through the determination and resilience of female officers, who are fully prepared to restore Haiti’s lost glory.

Statement on U.S. Support to MSS

The United States has not paused all assistance for the Multinational Security Support mission in Haiti.  On the contrary, the Secretary Rubio approved waivers to allow for millions of dollars in mission critical assistance to the MSS mission and Haitian National Police (HNP).   

The Department of State approved waivers for $40.7 million in foreign assistance to benefit the HNP and MSS mission.  This includes logistical contracts to support forward operating bases, a vehicle maintenance contract to support for the MSS mission fleet, a medical services contract for the HNP, and transportation services for Department of State provided equipment deliveries, and contracts that support subject matter experts with the HNP. 

As recently as yesterday, the United States delivered much-needed heavy armored equipment to the MSS mission and HNP in Port-au-Prince.  

The UN Secretary General announced that implementation of the remaining $13.3 million funds provided by the United States to the UN Trust Fund have been paused. The $15 million provided in total to the Trust Fund represents less than 3% of the total funds that the United States is providing directly to support the MSS mission.

Les États-Unis n'ont pas suspendu toute assistance à la mission multinationale d`appui à la sécurité en Haïti.  Au contraire, le secrétaire d'État Rubio a approuvé des dérogations permettant de fournir des millions de dollars d'assistance importante à la mission MSS et à la police nationale d'Haïti (PNH).
