That's surprising. If businesses accelerated imports to avoid tariffs, we should see an inventory boost. I bet that's coming in future data.

@kpomerleau@OliverSherouse I agree. My rule of thumb: Credits, deductions, exclusions, etc. are spending if they are tax expenditures under both an income tax and a consumption tax. Otherwise, they are tax provisions.
