There’s a supply and demand problem here. The best way to fix it is to increase the supply doctors and services providing care. All this policy did was make more doctors want to leave the field and increase the bureaucracy of the system.

There are more people paper pushing in hospital administration and in the insurance side of things than there are of actual doctors or nurses. The problem got worse not better. Big step in the wrong direction.
