Ayushman Bharat is a prestigious scheme of our Honorable Prime Minister Sh Narender Modi ji. Haryana had joined the scheme in 2018 itself, first in public hospitals and then in Private hospitals too. Scheme was so successful in Haryana that Haryana Govt extended it to underprivileged citizens as Chirayu scheme and now to 70+ aged persons too.
The participation of private hospitals is the key attraction to the public and it was ensured by assuring timely payments within 15 days to the private hospitals and 1% interest per week for late payments as per MOU. Alas, Haryana Govt officers seem to be trying to sabotage the scheme itself. Late payment interest was flatly refused saying that we will make payments in time, but payments are still delayed by 3-6 months and are being paid every 3-4 months only after notice of stopping Ayushman work. Unnecessary objections are put to delay the payment and uncalled for cuts are made without assigning any reason. On being challenged by the empanelled hospitals, these then go into erroneous claims which have not been paid for last 3 years. Now 5 popular packages have been taken out from Private sector without ensuring enough facilities in the public sector, just to reduce payment burden.
In financial year 2023-24, Haryana Govt paid Rs 1300 crores under this scheme and Rs 1800 crores in 2024-25. Now 70+ population has been included in this scheme but mysteriously budget for this scheme for financial year 2025-26 has been reduced to 700 crores instead of being increased. So poll promises of the Govt do not match with the budget being allocated by the bureaucracy.
Representations have been made to Honorable Chief Minister Haryana Sh Nayab Singh Saini ji repeatedly but his intervention has not been much successful too. Looks like that the bureaucracy has something else in its mind. Otherwise there is no reason to try to sabotage this prestigious scheme of our Honorable Prime Minister Sh Narender Modi ji which is benefitting lakhs of poor patients.
Officers seem to be set upon forcing the empanelled hospitals to withdraw by unnecessarily delaying payments, making unnecessary cuts and removing packages. Or is there a hidden agenda?
An appeal is now being made to Honorable Prime Minister Sh Narender Modi ji and honorable Health Minister India Sh JP Nadda ji to intervene to save this scheme benefitting masses.

आयुष्मान भारत हमारे माननीय प्रधानमंत्री श्री नरेन्द्र मोदी जी की एक महत्वाकांशी योजना है। हरियाणा वर्ष2018 में ही इस योजना में शामिल हो गया था, पहले सरकारी अस्पतालों में और फिर निजी अस्पतालों में भी। हरियाणा में यह योजना इतनी सफल रही कि हरियाणा सरकार ने इसे चिरायु योजना के रूप में वंचित नागरिकों तक विस्तारित किया और अब 70+ वृद्ध व्यक्तियों को भी इसमें शामिल किया है।
निजी अस्पतालों की भागीदारी जनता के लिए मुख्य आकर्षण है और इसे निजी अस्पतालों को 15 दिनों के भीतर समय पर भुगतान करने और एमओयू के अनुसार देर से भुगतान के लिए प्रति सप्ताह1% ब्याज का आश्वासन देकर सुनिश्चित किया गया था। अफसोस, हरियाणा सरकार के अधिकारी इस योजना को ही विफल करने का प्रयास कर रहे हैं। देर से भुगतान पर ब्याज देने से यह कहते हुए साफ इनकार कर दिया गया था कि हम समय पर भुगतान कर देंगे, लेकिन भुगतान में अभी भी3-6 महीने की देरी हो रही है और आयुष्मान कार्य बंद करने की सूचना के बाद ही हर 3-4 महीने में भुगतान किया जा रहा है। भुगतान में देरी के लिए अनावश्यक आपत्तियां लगाई जाती हैं और बिना कोई कारण बताए कटौती की जाती है। सूचीबद्ध अस्पतालों द्वारा चुनौती दिए जाने पर, ये उन केसेस को गलत दावे की श्रेणी में डाल देतें हैं, जिनका पिछले 3 वर्षों से भुगतान नहीं किया गया है। अब भुगतान का बोझ कम करने के लिए सार्वजनिक क्षेत्र में पर्याप्त सुविधाएं सुनिश्चित किए बिना ही5 लोकप्रिय पैकेजों को निजी क्षेत्र से हटा दिया गया है।
वित्तीय वर्ष 2023-24 में हरियाणा सरकार ने इस योजना के तहत 1300 करोड़ रुपए तथा 2024-25 में1800 करोड़ रुपए का भुगतान किया। अब इस योजना में 70+ जनसंख्या को शामिल किया गया है, लेकिन रहस्यमय तरीके से वित्तीय वर्ष2025-26 के लिए इस योजना का बजट बढ़ाने के बजाय घटाकर 700 करोड़ कर दिया गया है। इसलिए सरकार के चुनावी वादे नौकरशाही द्वारा आवंटित किए जा रहे बजट से मेल नहीं खाते।
माननीय मुख्यमंत्री हरियाणा श्री नायाब सिंह सैनी जी को बार-बार ज्ञापन दिए गए, लेकिन उनका हस्तक्षेप भी ज्यादा सफल नहीं रहा। ऐसा लगता है कि नौकरशाही के दिमाग में कुछ और ही चल रहा है। अन्यथा हमारे माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी की इस प्रतिष्ठित योजना को विफल करने का कोई कारण नहीं है, जिससे लाखों गरीब मरीजों को लाभ मिल रहा है। अधिकारी अनावश्यक रूप से भुगतान में देरी, अनावश्यक कटौती और पैकेज हटाकर पैनल में शामिल अस्पतालों को नाम वापस लेने के लिए मजबूर करने पर आमादा दिखते हैं। या कोई और छिपा हुआ एजेंडा है?
अब माननीय प्रधानमंत्री श्री नरेन्द्र मोदी जी और माननीय स्वास्थ्य मंत्री भारत श्री जेपी नड्डा जी से अपील की जाती है कि वे इस योजना को बचाने के लिए हस्तक्षेप करें और आम जनता को लाभान्वित करें।
