Smokers’ lifetime consumption of healthcare resources is no greater than that of non-smokers due to earlier deaths, before considering tobacco excise. And what’s vaping got to do with it?

Youth smoking rates have plateued or are increasing for the first time in living memory since the ban. (Cf. Roy Morgan research)
