有藏人在联合国总部前自焚, 再度引发关于西藏(图伯特)问题的讨论. 有些讨论让人看了摇头.

我觉得汉人如果对这个议题有兴趣, 首先有一个了解基本资讯的问题. 关于西藏(图伯特)问题, 我建议有兴趣的人, 至少要看看以下三个文献:

1. 第十四世达赖喇嘛尊者的《五点和平计划》(1987.9.21.达赖喇嘛在美国国会的演讲稿)
2. 第十四世达赖喇嘛尊者的《斯特拉斯堡建议》(1988.6.15.达赖喇嘛对欧洲议会的演讲)
3. 《有关全体西藏民族实现名副其实自治的建议》(2008.10.31. 藏中第8次会谈中藏方提出的文件)

这三个文件, 系统具体地提出了西藏流亡政府关于解决西藏问题的主张.

我认为, 不论你是否同意这些主张, 至少你要先了解这些最基本的内容, 然后才有资格展开讨论.

7月3日，在印度举办的“国际西藏青年论坛”上，全体与会者起立，为那些为了西藏事业而牺牲的“英雄们”进行默哀。
​藏人行政中央司政边巴次仁在随后的讲话中，重点提到了过去藏人在美国纽约自焚抗议的事件。他称这些自焚者为“英雄”，并强调他们的牺牲绝非徒劳。
​边巴次仁在讲话中呼吁，外界应当深入了解藏人之所以采取极端抗议方式背后的真实呐喊，以及他们长期遭受的压迫。此次论坛活动于7月3日至5日举行。

二十三岁，本来应该是什么样子？或许是在准备新的学期，或许是在旅行，或许是在和朋友一起吹灭蛋糕上的蜡烛。然而，你的二十三岁，却是在铁窗后面。

希望妳知道，世界没有忘记妳。希望妳知道无论是藏人、还是汉人、还是其他族群的大家，都在你背后支持妳。妳一直以来为之努力的藏汉交流，在今天真的在以种种不同的方式实现着。过去几个月来，汉人族群的我们越来越看到藏人与维吾尔人所遭遇的一切。

今年，我们收到了来自很多地方的生日祝福。也许很长一段时间内，妳都无法收到这些祝福，也无从得知外界所有记得妳的声音。但冥冥之中，一定有什么东西将大家与妳的心连起来。

We do not know whether anyone in the detention center will wish you a happy birthday, or whether you can even see the summer sunshine.

What should twenty-three have looked like? Perhaps preparing for a new semester, traveling somewhere new, or blowing out the candles on a birthday cake with friends. Instead, your twenty-third year is unfolding behind prison walls.

We hope you know that, the world has not forgotten you. We hope you know that Tibetans, Han Chinese, and many other communities are standing with you. The Tibetan–Han dialogue that you have devoted yourself to is, in so many ways, continuing because of you. Over the past months, more and more Chinese people have come to understand what Tibetans and Uyghurs have been enduring.

This year, we have received birthday wishes for you from many places around the world. Perhaps it will be a long time before you can read them, or even know that so many people still remember your name. But somehow, in ways we cannot explain, our hearts remain connected to yours.

When you come home, we will celebrate this birthday together.
