Schengen countries should have an harmonized set of laws on stuff like immigration, else you have 29 possible points of failure and exploitation. Entering from IT and ending in NL doesn’t contribute a dime to IT it’s only a Social Security cost.

For certain it’s exploited big time to get to Schengen area, a cultural and language test would be a minimum + an italian residency commitment as well, but that’s probably inapplicable due to Schengen rights.
