Emphasizing the government's commitment to prioritizing the safety and well-being of Kenyans in the face of natural disasters such as the flash floods witnessed in different parts of the country, this afternoon, with other Cabinet colleagues, we attended a Multi-angecy meeting chaired by President @WilliamsRuto at the @StateHouseKenya, Nairobi.

Through collaborative efforts, we discussed and formulated high-level mitigation strategies to address the immediate aftermath of the floods and implement preventive measures for the future.

The former UN representative, Ms. @CatrionaLaing1 , has been fired for her involvement in corrupt activities and support for elements opposing peace in Somalia. Her actions impeded the country's progress towards peace and prosperity, and it is crucial to hold those in positions of authority accountable for their actions. The courage and commitment of those who spoke up against her unethical conduct serve as a reminder of the necessity of speaking out against corruption and working towards a better future for everyone.

Ms. Catriona promoted Somalia's secession through bribery and corruption, resulting in harmful consequences for the country. Her actions impeded foreign organizations' operations in war-affected areas of Khatumo-SSC, perpetuating instability and suffering for Somalia's people. Mechanisms should be put in place to ensure accountability and transparency in all government sectors.

The United Nations should manage this matter with coolness and select a renowned @UN representative political figure in Somalia who follows honesty standards and refrains from indulging in theft or political misbehavior. This would reestablish trust and credibility in the UN's efforts in Somalia and set a powerful example for other nations facing similar issues. The new appointee should work closely with local authorities and civil society organizations to promote good governance practices and prioritize the rights and interests of the Somali people.

It was in August, 2007 that I presented "The Regional Inputs" to the then TFG Minister of Interior, Mohamud Mohamed Guled "Ga'ma-Dheere." I was the Governor of Gedo region then.

The Regional Inputs were the opinions collected from the local populations regarding the process of transitioning the TFG Charter into a "Somalia Provisional Constitution."

The Ministry of Interior would submit the opinions from the regions to the relevant TFG institutions. Former Speaker Hon. Jawari chaired the committee of specialists tasked with drafting the SPC.

The recent signing of a MoU Memorandum of Understanding between Ethiopia and self-declared Somaliland administration has strained relations between #Somalia and #Ethiopia. This has the potential to revive historical conflicts of two nations, complicate existing internal challenges and hinder areas of cooperation & peaceful coexistence. Addressing the disputes arising from the MoU is crucial. Here are some recommendations to consider:

1. Ethiopia should withdraw the MoU and engage in dialogue with Somalia, with a focus on building confidence and restoring trust.

2. Regional leaders should assist in mediating between the two countries, while respecting the sovereignty and territorial integrity of both nations.

3. Both Ethiopia and Somalia should prioritize addressing their internal challenges in terms of state & peace-building, governance, security, and reconciliation.

4. Establish a stronger foundation for peaceful coexistence & cooperation in areas of mutual interest, such as counterterrorism, trade, security, and development. This will help build trust and strengthen the relationship of two nations and ultimately will contribute to long-term stability in the region.

5. International and regional players must recognize that resolving the conflict between Ethiopia and Somalia remains a crucial step towards achieving peace and stability in the Horn of Africa. Failure to do so will increase the volatility in the already unstable region, leading to heightened conflict, displacement & humanitarian crises.

Ethiopia has circulated the following statement to the Security Council in order to prevent the Council from discussing the MoU signed between Ethiopia and Somaliland on January 1, 2024. This tactics of diplomacy by deception aims to mislead & confuse members of the Security Council by pretending that the agreement does not violate the independence and sovereignty of Somalia, nor does it create tension between the two nations or provoke instability in the region.

Somaliland's leader, Musa Bihi, says that the MoU designates the access to the sea for military base instead of a commercial port, in return for recognition. However, Ethiopia claims it is indeed a commercial port and avoids mentioning the military base and Somaliland recognition.

Furthermore, Ethiopia claims to have informed the Federal Government of Somalia, but the FGS denies receiving any such information.

It is also supports the decision of the African Union Peace and Security Council, which calls for mediation. However, the Somali Government rejected because it contested that Ethiopia should first withdraw its decision, which violated Somalia's sovereignty and territorial integrity.
