@GregWWoods On 4th and one, with an empty backfield there is a 7 man box, with man coverage. The TE/Hback stays in the formation to block, leaving his man as a unblocked LB versus running a route to the flat, pulling the LB with him. With a unblocked LB, the QB draw didn't stand a chance.
