Narasi resminya adalah sovereign wealth fund kelas dunia — benchmarknya Temasek, GIC, ADIA. Tapi kalau dilihat dari actual capability dan operating model-nya sejauh ini, ada beberapa masalah mendasar:
1. Extraction machine, bukan value creation engine
Danantara sampai sekarang lebih berfungsi sebagai dividend collector dari BUMN-BUMN yang sudah profitable — Telkom, BRI, BNI, Mandiri. Ini bukan value creation, ini rent extraction. Temasek ketika dibentuk juga mulai dari sini, tapi mereka cepat bertransformasi menjadi active portfolio manager yang genuine.
2. Sinergi antar-BUMN: retorika lama, delivery lemah
Gagasan sinergi BUMN sudah ada sejak era Rini Soemarno, Erick Thohir — hasilnya marginal. Danantara tidak membawa institutional mechanism baru yang konkret untuk memaksa sinergi terjadi. Tidak ada insentif struktur, tidak ada cross-pollination manajemen yang nyata.
3. Kualitas leadership: tidak ada leap of quality
Ini poin paling kritis. Temasek awalnya merekrut dari best-in-class global finance dan industry. Danantara sampai sekarang diisi figur yang lebih mencerminkan political proximity daripada investment track record. Putra Masagus (CEO pertama) — track record investasinya apa? Dibandingkan Ho Ching atau Lim Chow Kiat di Temasek, gap-nya besar sekali.
4. Governance opacity
Tidak ada independent audit trail yang publik bisa akses. Spending-nya untuk apa? Pipeline investasinya ke mana? Proyek-proyek yang diumumkan (seperti hilirisasi nikel, dsb.) belum jelas deal structure dan return expectation-nya.
