13 Senators moved to oust Senator Sotto as Senate President. The Filipino people are not blind to what the real motivation behind their move was. 13 may be the number enough to influence proceedings such as the impeachment and Senate investigations in exchange of promises and assurances that serve individual interests. But 13 is also not a guarantee that all those promises and assurances will be delivered.

The cirumstances of the 13 Senators are not within the Senate's leadership exclusive control. It may delay an arrest, but it won't take a warrant of arrest away. It won't easily dismiss pending cases and investigations. It won't guarantee reelections. They may be leading the Senate, but they cannot silence dissent within the chamber.

The former Senate minority may have reclaimed the leadership, but they have also intensified public scrutiny. They may have underestimated the powers of the other branches of the government and the "powers" behind them. They haven't realized what the House of Representatives and the new Senate minority can actually if law and reason are on their side.

Their move may either be a strategic one or a miscalculation. They will soon realize with whom real power resides. In time, its consequences will become clear.
