The STOCK Act of 2012 requires disclosure within 30 days of learning about a trade, and no later than 45 days after it happens. Trump blew that deadline on two-thirds of these. The penalty is a flat $200 per report.
He has paid it before. The Washington Post found $200 fines in March and August for the same thing.
And 18 U.S.C. § 208 — the criminal conflict-of-interest law that would stop any other federal employee from touching a stock they can move with a policy decision — explicitly exempts the president and vice president. Congress wrote that carve-out on the assumption presidents would hold themselves to a higher standard voluntarily.
A real blind trust has to be certified by the Office of Government Ethics under 5 CFR 2634. Independent trustee. Model trust document. Certificate of Independence. Every president for forty years before Trump did it.
There is no such certification here. The Trump Organization says outside brokerages run discretionary accounts and the family can't direct trades. Eric Trump calls it a blind trust. The White House says it's "independently managed."
A blind trust means you don't know what you own. This filing lists what he owns, line by line, and he signs it.
