An attempt to “shift quality left“, giving developers earlier feedback on their changes and making the feedback more direct and applicable is great -- until you realise that unit tests are monitored by someone else and then assigned to a change list owner :(

It should be possible for a developer to fetch the latest good code to use as a base for changes they want to make. That's such a core use case for a developer that it feels stupid to type it.
