इस सबका कारण सरकार में बैठे लोगों का नाकारापन है। सरकार में शिक्षा के प्रति गंभीरता की कमी ने शिक्षा जैसी महत्वपूर्ण व्यवस्था को मजाक बनाकर रख दिया है।
