The Launch of the COMESA Competition and Consumer Commission ("Quad C") new Regulations was not just a launch but also a gathering of great minds to discuss topical issues such as, "Regulatory Challenges in the Africa Context". The session which was expertly moderated by Ms Joyce Karanja, Partner BOWMANS Coulson Harney @Bowmans_Law brought together regional competition authorities and the African Continental Free Trade ("AfCFTA") Secretariat @AfCFTA. Mr Boniface Makongo, Director Competition-Quad C, Ms Stellah Onyancha, Registrar-EAC Competition Authority @eac_Competition, Dr Simeon Koffi, Executive Director-ECOWAS Regional Competition Authority ("ERCA") @Erca_official, Mr Abdoulaye Coulibaly, Head of Investigations & Litigation-WAEMU Commission ("UEMOA) @cuemoa, Mr Malick Dialo, Head of Competition Division-AfCFTA Secretariat and Ms Lilian Mukoronia, Former Registrar-EAC Competition Authority, shared their thoughts and insights on some of the challenges in cross-border enforcement.

The Memorandum of Understanding (MOU) signed between the EAC Competition Authority, the COMESA Competition and Consumer Commission, the ECOWAS Regional Competition Authority and the WAEMU Commission @UEMOA seeks to enhance enforcement at the continental level through collaborative enforcement of the RECs competition and consumer protection policies and laws. The MOU also contains provisions that create room for inclusion of other regional competition and consumer protection authorities that may wish to join the cooperation framework.

"EAC and COMESA lawyers need to take a more active role in representing clients on competition matters, before the competition authorities, affecting both regions", The CEO CCC, Dr Willard Mwemba, stated during the delivery of his key note address at the East Africa Law Society conference, In-House Counsel Convention.
His keynote address recognised the low participation of both EAC and COMESA Lawyers in competition law transactions affecting both regions. Dr Mwemba highlighted the important role of in-house counsel in advising on upholding of competition law principles by both public and private entities, including businesses.

Dr Mwemba, CEO-CCC stated that collaboration between Regional Economic Communities (RECs) is important as building blocs to the continental integration. The collaboration, through the signing of the MOU, would be important in bringing certainty to businesses thereby enabling them to operate efficiently and effectively for the economic benefit of markets. Further, the MOU will address how merger notifications affecting the EAC and COMESA countries will be addressed.

The Memorandum of Understanding (MOU) signed between #CCC and the East African Community (EAC) Competition Authority @eac_Competition sets out modalities through which the two regional agencies will cooperate and coordinate their activities in regard to cross-border competition and consumer protection enforcement in the region.
