@drvox Oil Companies fought the 2030 target the post-2020 cap is based on in 2016 when it was passed. They may have won some minor design battles but they lost the war over ambitious & binding climate requirements in CA.
@drvox CA has supply of allowances because emissions decreased faster than the cap required. Incentives are working to the benefit of the atmosphere. The 2020 target looked ambitious back in 2006.
