In the proposal seen by Lloyd's List, Norway argues a cap and trade system would be a more effective and easier to implement MBM than a global emissions/fuel levy.

It also stresses that under an ETS shipowners would directly foot the bill, unlike a levy where charterers pay.

They say an impact assessment is needed to determine the right price. They highlight the importance of revenues going towards decarbonisation bunkering infrastructure.

They also still support having a seperate but parallel R&D fund based on a 2$/per tonne of fuel oil levy.

Two major shipping lobbies have told the @IMOHQ to impose a CO2 levy on the sector.

But they say it is too early to put a price on it and suggest that the $100/CO2 tonne proposed by Marshall Islands + Solomon Islands is too high a starting point.

Lloyd's List can confirm that the Panama-flagged Asphalt Princess, a 9,746 dwt asphalt tanker owned by Dubai-based Prime Tanker LLC was hijacked by heavily armed unauthorised persons who demanded the vessel sail for Iran. Story on our website soon.
