#COP26 : The US, UK, Aus. Japan & 15 others launch partnership that commits them to helping the shipping industry launch international and domestic zero emissions shipping routes.

In the proposal seen by Lloyd's List, Norway argues a cap and trade system would be a more effective and easier to implement MBM than a global emissions/fuel levy.
It also stresses that under an ETS shipowners would directly foot the bill, unlike a levy where charterers pay.
There is now a third market-based measure proposal for global shipping emissions:

They say an impact assessment is needed to determine the right price. They highlight the importance of revenues going towards decarbonisation bunkering infrastructure.
They also still support having a seperate but parallel R&D fund based on a 2$/per tonne of fuel oil levy.
Two major shipping lobbies have told the @IMOHQ to impose a CO2 levy on the sector.
But they say it is too early to put a price on it and suggest that the $100/CO2 tonne proposed by Marshall Islands + Solomon Islands is too high a starting point.
