環境省と農林水産省が「生態系被害防止外来種リスト」にイエネコを防除推進外来種として位置付けようとする検討が進んでいると、Evaも６月末の報道を受けて大変驚きました。

７月初旬に、Evaは環境省自然環境局野生生物課外来生物対策室に内容を問い合わせました。
・リストは法律に基づくものではなく、動物愛護法に違反することはしない
・駆除するものではないこと
・捕獲しても殺処分せずに、適正に飼って頂ける方に譲渡すること
・地域猫活動を否定するものではないこと
などご回答を頂きました。

しかし、仮にイエネコがリストに掲載され、防除のための捕獲が各自治体で進められた場合、捕獲する際「屋内外を行き来して暮らす猫（放し飼いの猫）」「地域住民に管理されている猫（地域猫）」「人に飼育または管理をされていない猫（野良猫）」をどのように区別するのでしょうか。

既に猫が捕獲されてきた「奄美ノネコ管理計画」においては、現場の方からも「猫の区別は困難だ」という声が上がっており、地域猫も「ノネコ」として錯誤捕獲されています。

私たちは次期動物愛護法の改正に向けて、緊急一時保護制度の創設を訴えていますが、命や健康に危険が迫った動物すら飼い主に所有権があるために簡単に保護ができない現状です。

なぜ「防除推進外来種」となると、飼い主や管理者の同意なく猫を捕獲できるのでしょうか。法律で守られている「所有権」を奪うことは許されないはずです。
錯誤捕獲しないための方法は十分に検討しているのでしょうか。

私たちは「希少種の保全」や飼い主の適正飼養の徹底を否定しているわけではありません。
わざわざ「防除推進外来種」に加えなくても、環境省が推進している「地域猫活動」や適正飼養の啓発にもっと国を挙げて推進していただくことで、「希少種保全」も「猫の適正飼養や管理」も両立できると考えています。

ただでさえ、動物虐待事件が相次いでいる中、
猫が外来種にされることで「外来種だから殺しても問題ないと思った」ということを口実に、猫を捕獲して虐殺する人間が出てくるのではないかということも私たちは非常に危惧しています。
過去には「ノネコだから殺していいと思った」と、人がお世話していた猫を殺害した事件も起きました。

私たちとしても動物虐待事件の対応は本当に辛く、非常に多くの時間と労力もかかります。虐待事件を起きかねない取り組みを国が進めることはやめて頂きたいです。

他にもさまざま理由はありますが、Evaはこの件について断固反対です。
現在、対応を進めているところです。
