The Clancy case is being used as a catastrophic example of when doctors, records and mental health care are fragmented. Mass General Brigham is building AI systems designed to “fix” that exact problem by pulling all of a mother’s data together, scoring her psychiatric risk and flagging her for intervention.

Patrick Clancy’s career was in automation and AI systems built to connect data and remove human bottlenecks. Then the donor network around the case leads back into the same Boston medical and financial institutions funding digital mental health and predictive psychiatry.

They’re literally building a machine.

So the case creates the problem, the institutions around it fund the solution, and the solution is automation.

Middle East Institute Associate Fellow Nadwa Al-Dawsari @Ndawsari presented Congress with a distinctly Yemeni perspective.

Key Points from her Testimony Before Congress:

-Al-Dawsari warned that the Houthis have evolved from a local insurgency into a regional military actor with growing capabilities, ambitions and ties to Iran.
An ideological threat, not only a military one: She argued that the Houthis’ anti-American and anti-Israeli ideology is deeply embedded in their political and social system and is promoted through schools, summer camps, state media and public institutions.

-She said Iranian weapons, technology, training and expertise helped transform the Houthis from a small insurgent movement into a force capable of threatening regional security and international shipping.

-The Houthis now possess ballistic and cruise missiles, anti-ship weapons, drones, air-defense systems, unmanned vessels and naval mines. Al-Dawsari said the group has carried out more than 1,800 missile and drone attacks since 2015.

-She described Houthi rule as highly repressive, citing restrictions on political and civic freedoms, persecution of journalists, activists, women and minorities, and widespread torture and mistreatment in detention facilities.

-She argued that international efforts focused on negotiations and reducing violence often gave the Houthis time and space to consolidate territory, recruit fighters and strengthen their military capabilities. She identified the 2018 Stockholm Agreement as a key case in which the Houthis retained control of Hodeidah, allowing them to preserve an important strategic foothold on the Red Sea.

-She said Operation Rough Rider significantly degraded Houthi capabilities and reduced missile and drone launches, but did not fundamentally deter the group.

Al-Dawsari warned that relatively inexpensive Houthi drones and missiles can force the US to spend far more on naval deployments, interceptors and other military assets.

-She argued that civilian casualties resulting from U.S. strikes can reinforce the Houthis’ narrative that they are defending Yemen against foreign intervention.
The Houthis have adapted their financing, procurement and smuggling networks, making them increasingly decentralized and resilient to sanctions and interdiction efforts.

-She warned that the Houthis are developing human and logistical networks across the Horn of Africa, including relationships with smugglers, local actors and other facilitators.

Al-Dawsari highlighted alleged Houthi cooperation with al-Shabaab and AQAP, including weapons transfers, training, intelligence-sharing and coordination.

-She argued that the Houthis have become one of Iran’s most capable and resilient regional partners, providing Tehran with strategic depth and a platform for projecting power toward the Red Sea and Horn of Africa.

-Al-Dawsari said the Houthis have developed their own ambitions, capabilities and regional networks and increasingly operate as a regional power in their own right.
She pointed to expanding Houthi relationships with Russia and China, including alleged military, technological, economic and diplomatic links.

-She warned that the group is increasingly connecting Iranian networks, al-Qaeda affiliates, smugglers, criminal networks and other actors hostile to U.S. interests around strategically important waterways.

-Her central recommendation was that Washington should help Yemenis restore state authority and retake territory from the Houthis rather than relying solely on airstrikes or diplomacy.

-She explicitly argued against direct U.S. ground involvement, calling instead for coordinated U.S. and regional support, particularly from Saudi Arabia.

-She recommended stronger intelligence and surveillance, command and control, counter-drone and air-defense capabilities, maritime security, counter-smuggling operations, and training and equipment for Yemeni forces.
