* Horticulture department nurseries growing fruit bearing varieties
* Resham department nurseries supporting the silk and mulberry economy
* Hundreds of private nurseries contributing saplings too
That silk department detail is easy to miss but it matters. It means this campaign is quietly supporting the rural silk economy at the same time as the environment, two goals achieved through the same nursery network instead of running as separate schemes competing for budget.
That's efficient governance, getting more than one outcome out of the same infrastructure investment.
