The situation in Nigeria:

- No functioning public water system: they tell us to dig boreholes.

The Conditions to sue are:
There was a clear promise to marry — proposal and acceptance. Not just dating or "I love you". There must be evidence: ring, introduction to family, messages like "will you marry me" and "yes".
One party broke it without lawful excuse.

What the lady (or even the man) can get:
Refund of money spent in preparation for wedding — aso ebi, hall deposit, introduction expenses.
General damages for emotional distress, shame, especially if she got pregnant or left job or relocated because of the promise.
If he had sex with her based on that promise, courts take it more seriously.

Notable cases: Ezeanah v. Atta (2004) — Supreme Court upheld damages for breach.

But note: Court will not force anyone to marry. You can't get order of "you must marry her". It's only damages.
