No, there are infinitely many different combinations of fundamental constants that would lead to stable states
These fine-tuning arguments sound convincing when focussing on one or two constants while keeping everything else fixed. If the neutron was 0.2% lighter but the electron was ~10% heavier the proton would be stable again
We also have discovered hundreds of unstable proton-like states. If we start varying fundamental constants, e.g. quark masses, we could easily end up with many *more* stable states and new kinds of atoms that happen to be unstable in our Universe (look up hyperatoms)
Not to speak of changing fundamental *equations*, which are as important in these arguments as fundamental constants. Modifying Maxwells equations would imply magnetic monopoles and there could be a whole spectrum of magnetic atoms with its own chemistry
