If you're wondering how far down the rabbit hole one can go when working on a bill analysis.... I just found the definition for potato chip in the Cap and Trade regulation.
“Fried potato chip” means a thin slice of potato that is deep fried until crunchy.

I’ve written several columns about the same disconnection between per-pupil spending and academic achievement in state to state comparisons. Some states at the bottom of the spending ladder are near the top in achievement and visa-versa.
