I had to repeatedly re-read CRTC Bill C-18 plan to believe it. Prospect of no negotiation until 2025, no approved deals until 2026, and blocked news links for years. Multiple own-goals for Canadians, media outlets, and Canada’s digital policy reputation.

Consequences of Bill C-18 were predictable and a deliberate choice. Government could have mandated contributions without invoking links, limited scope to exclude small and foreign sites from blocking or exempted some links. Instead it repeatedly cut off debate and ignored risks.
