@SimumbaTrevor I think it is all wrong to say "...I don't not want ECL to stand..." There is no legal basis for some not wanting someone to stand. It is the RIGHT of any "eligible" person to stand for any election. This RIGHT is not subject to feelings of any person.

The issue is we have a stingy government who can't spend to support the economy. They want people to pay.

@NdawanaY The 2016 amendments go further to say for the purpose of determining whether one has held office twice, a term of less than 3 years shall not constitute a term of office. So ECL didn't hold the office between 2015 and 2016 because the period fell short of 3 years minimum

@NdawanaY He has explained what was the case in the 1996 constitution before it was amended by the 2016 amendments. His explanation does not apply to the 2016 amendments which does not use twice "elected" but twice "held" office.
