Lockdown was the period where you weren't allowed to leave your home. But the phrase is bleeding into everything now (cf "tighter lockdowns coming", "Tier 3 is lockdown"). This suits a media purpose (sounds scary) but it's bad for regular people who behave like it's continuous.
