Two things are clear:
1) The law on arms exports does not distinguish btw offensive & defensive weapons. If there is a risk of complicity, licenses shld be 🛑

For heaven's sake surely if @attorneygeneral can't say whether weapons sales to Israel would break international law, the precautionary principle demands you stop selling them in the meantime.
