@HeatherWeaverDC Amazed at the amount of discourse in this thread. Every public park or trail has posted signage on whether dogs are allowed off leash, on leash, or not at all. If you have a dog, follow the rules. If you're afraid of dogs, avoid off leash areas. This is not a complex issue.

@garicgymro I don't think the phrase "bad speaker" is the best way to put it but I don't consider it an incoherent concept. If someone with a speech disability told me they were a "bad speaker" I would know what they meant.
