One of the problems with making utilitarian safety arguments against freedom is that there is no real stopping point. Flock cameras on the street prevent crime? Why not put them in homes too? Lots of crimes happen at home! You get to pretty draconian places really fast.

That insurance industry exists because the government pays employers to offer it via the tax code. Put more simply, the government is paying the bureaucracy to exist.
