So no without further context there shouldn't be a duty to act. If you are trained and have the equipment to save them there should be a duty to act.

@jeremyct Ultimately, your complaint should not be with the insurance companies. We built cheap homes that need constant maintenance, with product and architectural choices that are not engineered for the climates they are used in. If the cost to maintain goes up then you are higher risk
